The representative continued: “Since Kosovo is not recognised by the five member states, we had to adopt a directive stipulating that the signing of the agreement does not mean that the EU or any of the countries recognise Kosovo as a state.”  On 19 April 2013, the governments of Kosovo and Serbia concluded the Brussels Agreement, which was welcomed as an important step towards the normalisation of relations and allowed the opening of EU accession negotiations with Serbia.  On 22 April 2013, the European Commission recommended the opening of EU accession negotiations with Serbia.
